Meeting Procedures
Public Comment
Time is allotted at each Regular Meeting of the Ball Charter Schools Governing Board for visitors to address the Board. Visitors who wish to speak must inform the Board President and/or Board Coordinator by filing out the appropriate form in advance of the meeting. Presentations are limited to (3) three minutes. When necessary, concerns of visitors will be referred to the appropriate committee of the Board for consideration, but will NOT be addressed at the meeting when presented (in accordance with open meeting regulations).
Regular Session
The Regular Session of the Board Meeting is open to the public. If an individual wishes to get on the meeting agenda, a written request should be submitted to the Board Coordinator in advance. The Executive Committee of the Board will address the matter during the Agenda Preparation Meeting. This meeting is generally held approximately (2) two weeks prior to the scheduled Board Meeting. Please contact the Board Coordinator as to the exact date of the meeting.
Executive Session
“Executive Session” means “a gathering of a quorum of members of a public body from which the public is excluded for one or more reasons prescribed in Section 38-431.03”. Examples of authorized reasons the Board may vote to go into Executive Session include, but are not limited to, legal advice concerning any item on the board agenda, to review records exempt by law from public inspection, employee matters, and contract negotiations.
Publishing Meeting Minutes
Minutes from the Ball Charter Schools Governing Board Meetings are available to the public at both Dobson and Hearn Academy. At Dobson Academy, minutes are maintained in the “Board Binder” in the front office. Please see Mrs. Boothe to obtain access to the binder.
At Hearn Academy, minutes are both posted on the Governing Board Information Bulletin Board at the front entrance to the Administration Building; minutes are also maintained in a “Board Binder” labeled Governing Board Information, which is kept in the office of the Board Coordinator. Please see Arlene S. Palm to obtain access to the binder.
Issue/Complaint Procedure
When an individual/parent wishes to address a complaint/issue, the following procedure must be adhered to:
1. A Parent/Staff Complaint Report should be filed.
Forms are available in the main office of the school.
2. Address concerns at its lowest level.
1st – Teacher (contact teacher to resolve concern)
2nd – Principal (complete Complaint Report and submit to Principal)
3rd – Board Member (If not resolved, Principal sends Complaint Report and Response
to Board Chair through Board Coordinator)
4th – Board Meeting – (If not resolved complaint can be addressed at Board Meeting)

PUBLIC COMMENT POLICY
“Call to the Public: This is the time for the public to comment. Time will be allocated at each regular meeting of the Ball Charter Schools Governing Board for visitors to address the Board. Visitors who wish to speak must inform the Board President by filing out the appropriate form in advance of the meeting.
Presentations will be limited to THREE minutes.
Members of the Board may NOT discuss items that are not specifically identified on the agenda. Therefore, pursuant to A.R.S. 38-431.01 (G), action taken as a result of public comment will be limited to directing staff to study the matter, referring the matter to the appropriate committee of the Board for consideration, responding to any criticism or scheduling the matter for further consideration and decision at a later date.”
